Van Wert Police Department Officer Scott Cowling was promoted to Sergeant during a swearing in ceremony held on Wednesday. Prior to the promotion, Sgt. Cowling was assigned to third shift for two y ears. Mayor Ken Markward administered the oath while Cowling’s parents, Stephen and Deborah Cowling looked on. Photo provided
