Leiter, 16, of Apple Glenn Apartments, was charged with being in unlawful possession of dangerous ordnance after he set off a home-made chemical bomb at the apartment complex.<\/p>\n<p>August 8, 9:53 a.m. &#8212; An electric meter was allegedly damaged at Koch Law Office, 106 W.
