Todd R. Baker, 42, of Richwood, is being held at the Van Wert County Correctional Facility.<\/p>\n\n\n\n<p>8:08 p.m. \u2013 Deputies responded to an area of U.S. 30 in Washington Township for a report of a motor vehicle crash.
