Brown, 47, of 479 Neel Ave., was arrested for obstructing official business and disorderly conduct after police investigated a report that Brown was riding a bicycle in the 700 block of Fox Road while intoxicated and was falling off the bike.<\/p>\n<p>February 4, 4:48 p.m. &#8212; Karen Parsons, 40, of Defiance, was arrested in Lima on a warrant for failing to appear in Van Wert Municipal Court.<\/p>\n<p>February 5, 7:12 p.m. &#8212; A window of a residence in the 300 block of North Tyler Street was reportedly shot out.<\/p>\n<p>February 4, 6:31 p.m. &#8212; A juvenile resident of The Marsh Foundation&#8217;s Vance Hall was charged with assault, a felony of the fifth-degree, for allegedly assaulting a staff member there.<\/p>\n<p>February 2, 6:50 p.m. &#8212; The theft of a safe containing articles of jewelry and other items was reported in the 900 block of Kear Road.<\/p>\n<p>February 1, 9:31 p.m. &#8212; Jay Alan Clem, 52, of 702 Elm St., was charged with operating a vehicle while impaired (OVI) as a result of a traffic stop near the intersection of Lincoln Street and Forest Avenue.<\/p>\n<p><strong><span style=\"color: #ff0000\">Delphos Police<\/span><\/strong><\/p>\n<p>No new reports.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Van Wert Police February 3, 8:28 p.m. &#8212; Laura J.
