Coombs Jr., 28, of 816 W. Main St., Apt. 19, was charged with disorderly conduct as a result of an incident in Fountain Park.<\/p>\n<p>May 19, 6:20 p.m. &#8212; Ora C. Duncan, 66, of 1133 W. Main St., was charged with possession of marijuana and drug paraphernalia as a result of a traffic stop in the 200 block of East Main Street.<\/p>\n<p>May 19, 8:45 p.m. &#8212; Daniel H. Walsh, 45, of 225 W. First St., was charged with operating a vehicle while impaired (OVI) and using fictitious license plates as a result of a traffic stop in the 800 block of North Washington Street.<\/p>\n<p>May 20, 12:19 a.m. &#8212; Rollin J. Bullinger, 28, of Oakwood, was charged with OVI, fictitious plates and child endangering as a result of a traffic stop in the 100 block of East Main Street. A passenger in the vehicle, Chaz J.
