Browning, 48, of 611 Liberty St., was charged with operating a vehicle while impaired (OVI) as a result of a traffic stop near the intersection of Daniel and Elson streets.<\/p>\n<p>August 20, 3:52 p.m. &#8212; Cassandra D.
