Hernandez, 32, of 716 Glenn St., was charged with operating a vehicle while impaired (OVI), driving while under a driver\u2019s license suspension and possession of drug paraphernalia as a result of a traffic stop near the intersection of Lincoln and Main streets.<\/p>\n<p>November 27, 1:07 a.m. \u2013 Scott L. Hartsock, 46, of 328 N.
