Con. Res. 23, which includes concerns that the treaty may infringe on Americans&#8217; constitutional rights.<\/p>\n<p>\u201cI have concerns that the ATT will infringe on the Second Amendment rights of law-abiding U.S. citizens to keep and bear arms. Additionally, the ATT should clearly recognize the legitimacy of other lawful activities, such as hunting and sport shooting, as it pertains to the private ownership of firearms,\u201d said Congressman Latta. \u201cThe Second Amendment is a fundamental American right that allows us to protect ourselves, and one that is guaranteed to us by the U.S. Constitution,\u201d said Congressman Latta.<\/p>\n<p>The current ATT treaty text does not exempt civilian firearms from its scope or recognize the inherent right to self-defense. The first U.N. conference was held in July 2012, and failed to reach consensus agreement on the treaty text. The ATT enters final negotiations at the U.N. on Monday, March 18, 2013.
