The Lincolnview Local Board of Education took some time to review Governor John Kasich\u2019s proposed biennial budget, which was released at 3 p.m. Tuesday, while also accepting the resignation of a retiring teacher and looked at some very positive results from a statewide FFA Greenhand Quiz Contest.<\/p>\n

District Treasurer Troy Bowersock first included information on the governor\u2019s proposed budget in his report, noting that, if passed as proposed, K-12 school districts could see cuts of nearly 11 percent over the two years of the budget (2012-2013).<\/p>\n

As proposed, Bowersock said K-12 school districts would see a cut of 6.1 percent in the first year, and one of 4.7 percent in the second year of the budget.<\/p>\n

However, Board member Eric Germann, the board\u2019s legislative liaison, noted that other legislation, including Senate Bill 5 \u2013 which would impact public employee benefits \u2013 and SB 232, the alternative energy bill under which payments by wind energy companies to local government are calculated, could be beneficial to at least some area school districts.<\/p>\n

\u201cSenate Bill is obviously the big issue out there,\u201d Germann noted.<\/p>\n

Superintendent Doug Fries said school organizations such as the Ohio School Boards Association (OSBA) and the Buckeye Association of School Administrators (BASA) would be analyzing the more than 700 pages of the governor\u2019s budget and provide a report on exactly what impact the bill would have on Ohio school districts.<\/p>\n

\u201cThat\u2019s what we\u2019re paying our dues for,\u201d Fries said.<\/p>\n

Bowersock also reported on a more tangible result of the economic downturn, noting that investment income has declined by nearly 75 percent from two years ago. The Lincolnview treasurer noted that interest income, which was at $224,000 just two years ago, decreased last year to $133,000 and has fallen this year to $57,140.<\/p>\n

Bowersock also said General Fund collections had decreased about $6,500, but delinquent property tax collections were holding their own.<\/p>\n

Also Tuesday, the board accepted the resignation of teacher and driver\u2019s education instructor Frank Rohrs, who has taught 35 years in the district, due to retirement. Fries said Rohrs\u2019 retirement would also mean the district would likely have to look at other options to provide driver\u2019s education for Lincolnview students.<\/p>\n

\u201cIt\u2019s probably going to be difficult for us to offer it,\u201d the superintendent said, noting that the district would be exploring other possibilities, including contracting with a private driving school to provide the instruction.<\/p>\n

The board also learned that Betsy Welker resigned her supplemental contract position as high school cheerleader adviser, effective the end of the basketball season.<\/p>\n

Also at Tuesday’s meeting, the board approved a one-year limited administrative contract for Marsh School Principal Roger Salisbury and also approved a contract with Jeff Krugh as the district’s certified wastewater systems operator for a period from March 1 through February 29, 2012.<\/p>\n

Judith Myers was also hired as a latchkey assistant on an hourly, as-needed basis, effective March 9.<\/p>\n

During his report, High School-Junior High School Principal Kelly Dye noted that two days of the Ohio Graduation Test have been completed, with the final three sections to be completed yet this week. He also noted that the Junior-Senior Prom would be held May 7 in the elementary gym.<\/p>\n

\u201cThe kids are working hard and taking their time and hopefully doing well on the test,\u201d Dye said.<\/p>\n

The principal said no seniors have to pass the test to graduate.<\/p>\n

Dye also stated that the school play, Sitting in a Tree<\/em>, would be this weekend, March 18-19, with a performance for junior high students at 2 p.m. Thursday, March 17.<\/p>\n

Elementary Principal Gordon Stemen reported that kindergarten registration was underway, with 65 children registered so far, including 17 through open enrollment, and also noted that social studies and science curriculums, but no decision has been made on those programs.<\/p>\n

Stemen also updated the board on the Ohio Achievement Tests (OCT), which will be held the weeks of April 25 and May 2, with the week of May 9 as a make-up week. Selected students are being tutored up to 9 hours to prepare for the OCTs, the principal added.<\/p>\n

FFA adviser Tony Campbell had some positive news in that area, announcing that Lincolnview\u2019s Greenhand Quiz team finished second among 94 teams statewide \u2013 just 2 points while Lincolnview FFA member Bryce Campbell was second individually out of 1,100 students in the state, and Emily Fast finished third in the state. Campbell also noted that Crestview did well, finishing third in the state, while Crestview student Felix Hecht was fifth in the state and Lucas Gibson finished eighth.<\/p>\n

Bryce Campbell, Fast and Hecht will also compete in May for the top state Greenhand Award.<\/p>\n

The next regular meeting of the Lincolnview Local Board of Education will be at 7 p.m. Tuesday, April 19, in the district conference room.<\/p>\n","protected":false},"excerpt":{"rendered":"
