Stemen, 22, of 619 E. Central Ave., was arrested on an outstanding warrant issued in Mercer County as a result of a traffic stop in the 100 block of South Tyler Street.<\/p>\n<p>March 38, 8:25 a.m. &#8212; Van Wert Auto Supply, 118 N.
