Kerns, 42, of 945 Woodland Ave., was charged with OVI after police were called to the intersection of Shannon and Maple streets on a report of a car stuck on a stone pile in the street construction area.<\/p>\n<p>April 8, 2:27 p.m. &#8212; An employee of the Van Wert County Job and Family Services Department reported being assaulted by a client.
