(Choice One Engineering diagram)

Van Wert City Council looked at two major projects — one a reconstruction of West Main Street and the other an overflow control project — during a 1½-hour committee meeting held Monday.

Richard Heyman of Poggemeyer Design Group in Bowling Green provided information on the next step planned in an ongoing overflow control project. Citing the fact that completely separating the city’s storm and sanitary sewer system is impractical, from a financial standpoint, Heyman talked about what is planned to help limit overflow incidents during heavy rainfalls.

Poggemeyer’s proposal called for building a new interceptor line to channel excess sewage water from overflow areas along Town Creek to the Bonnewitz Pump Station, where a new separate pump station would constructed to deal with overflows, along with a 15-million-gallon retention pond.

Heyman recommended submitting a new timeline to the Ohio Environmental Protection Agency for the project, which is now supposed to begin by January 1, 2015, and be completed 18 months later. Delaying the project, Heyman said, would give the city a better chance of securing financing for the project — something city officials hope will be approved.

Cost of the project is estimated at nearly $8 million and a general plan needs to be submitted by July 1 to meet an EPA timeline for the project.

Brian Barhorst of Choice One Engineering also brought in preliminary plans for a planned reconstruction of West Main Street, from Shannon to Burt streets.

Although apart from a widening of the street 2 feet near Burt Street, the major change in the street would be the elimination of the Jackson Street railroad crossing and curving the street south so that it would line up with Fulton Street to form a more typical north-south intersection with Main Street (see the portion of the street design plan at left).

City Council did briefly discuss eliminating parking on one or both sides of the street — with more discussion likely — but it didn’t appear as if there was much support at this time for doing so. Currently, parking is allowed on the north side of the street from Shannon to near Burt Street, while vehicles can park on the south side of the street from Shannon to the railroad tracks.

Also on Monday, City Auditor Martha Balyeat gave Council a preview of the 2012 tax budget, with Balyeat noting that the city is looking at deficit spending in both 2011 and 2012. The auditor said her projections show a $113,000 gap between revenues and expenses in 2011 and a more than half-million-dollar shortfall the next year.

While Balyeat said tax revenues are likely to increase the next two years, state cuts to the Local Government Funds will probably more than offset those increases.

DAVE MOSIER/independent editor Van Wert City Council looked at two major projects — one a reconstruction of West Main Street and the other an overflow control project — during a 1½-hour committee meeting held Monday.
