Delphos Police June 18, 2:32 p.m. – Harry Moorman, 89, of Delphos, was cited for leaving animals inside a parked vehicle with no ventilation or water after two small dogs were found locked inside his vehicle with the windows rolled up in the 1100 block of Elida Avenue.
